Stephen Vollbrecht serves as the State Risk Manager for Texas, overseeing the Texas State Office of Risk Management as Executive Director. He is responsible for administering the enterprise risk management program, insurance management program, self-insured workers’ compensation program, and continuity of government operations program for the State of Texas.
Stephen has served in progressive roles with SORM since 2001, as Deputy General Counsel, General Counsel, and Deputy Executive Director, and was named by the Board as the Executive Director in 2014. He is also commissioned as a Judge Advocate (CPT, JAGC) assigned to the Texas Military Department, State Guard, HQ, HHC.
Stephen holds a Doctor of Jurisprudence from Texas Tech University School of Law, Master of Arts in Security Studies from the Naval Postgraduate School, Bachelor of Arts in English and Communications from Texas Lutheran University, Associate of Applied Science in Emergency Management from Kilgore College, and is a graduate of the Governor’s Executive Development Program at the University of Texas, LBJ School of Public Affairs. He holds Associate in General Insurance (AINS), Insurance Services (AIS), and Risk Management (ARM) designations from the American Institute for Chartered Property Casualty Underwriters and is certified as a Certified Texas Contract Manager (CTCM) by the Texas Comptroller of Public Accounts; a Professional/Master Continuity Practitioner (PCP/MCP) and Instructor by the Emergency Management Institute, FEMA; a Basic/Senior/Master Military Emergency Management Specialist (MEMS) and Academy Senior Instructor by the State Guard Association of the United States; and an Associate/Workers’ Recovery Professional (WRPA/WRP) by WorkCompCollege.
